Decisions

The council is seeking to appoint a Contractor to undertake major
structural works to the gardens, outbuildings, foundations and retaining
walls at the side of 16 Stacey Close and the rear of Clyde Street
Properties.

Following evaluation of the returned tenders it is recommended that the Interim Director of Neighbourhood Services in consultation with the Interim Director of Resources, award the contract for structural repairs to the wall at the side of 18 Stacey Close and the rear of Clyde Street Properties to Sutton Coldfleld Construction.

An exemption is being sought in accordance with Rule 15 of the
Contract Procedure Rules to directly award contracts for the
provision of advocacy, positive activities and raising the profile and
awareness of the need of young carers.

To endorse the decision taken by the Director of Prevention and Protection at the Adult Social Care DMT on the 13 November 2020 to approve emergency grants to be awarded temporary funding to the following organisations:
(1) Families Together run by Family Action £39,724
(2) MASH IDVA Post employed by Black Country Women's Aid
£13,750
(3) Our Future Project run by Black Country Women's Aid £30,250

That the Interim Director of Adult Social Care be authorised to
execute the delegation, which was approved in the original
Cabinet report dated 20 February 2019, to approve the utilisation
of the first contract extension in relation to ITT076 the provision
of Supported Lodgings to accommodate Single Homeless people
aged 16-25 years old for period 1 August 2021 to 1 July 2022
Which stated … “that the Director – Law and Governance and
Monitoring Officer enter into contracts for supported lodgings
with successful tenderers for a period of two years with the
option to extend these contracts further for two periods of one
year on terms to be agreed by the Executive Director – Adult
Social Care, Health and Wellbeing;”

That the Director of Adult Social Care following consultation with the Cabinet Member award of the framework agreement: Supply and Installation of Domestic Lifts & Lifting Equipment to the following companies:
• Dolphin Lifts Midlands Ltd – Lots 1 & 3
• Wessex Lift Co Ltd – Lots 2 & 4 for the period 1 August 2021 to 31 July 2023 with the option to extend for a further one (1) year period until 31 July 2024

1.1 That investment of £376,000 per annum from the Better Care Fund in a two-year Community Dementia Support Service for Sandwell commencing on 16 August 2021, with an option to extend for a further year to 15 August 2024 is implemented.
1.2 That the Interim Director of Adult Social Care following a competitive procurement exercise approves contract award to the successful tenderer for a Community Dementia Support Service.
1.3 That the Director - Law and Governance and Monitoring Officer, or their designated representative, execute any documents necessary to give effect to execute award contract and contract monitoring for the provision of a Community Dementia Support Service.
1.4 That the Interim Director of Adult Social Care works jointly with partners in the NHS, Adult Social Services and the Voluntary, Community and Third Sectors to implement and monitor the service which will be overseen by the Sandwell Joint Partnership Board.

That the interim Director of Adult Social Care approves utilisation of the contract extension in relation to ITT049 Provision of Supported Accommodation in Sandwell for Victims of Domestic Abuse for period 1 May 2021 to 30 April 2021 as delegated in the delegated to the Executive Director of Adult Social Care, Health and Wellbeing in the original Cabinet Report of October 2017 which said:
“In connection with 1 above, authorise the Executive Director - Adult Social Care, Health and Wellbeing to enter into a contract with the successful tenderer for 3 years with an option for a further year on terms to be agreed by the Executive Director – Adult Social Care, Health and Wellbeing”

That the Interim Director of Adult Social Care be authorised to execute the delegation, which was approved in the original Cabinet report dated 18 April 2018, to enact the second extension of contracts in relation to ITT062 Supported Housing Services for Single Homeless People for period 2 November 2021 to 1 November 2022. Which stated …
“that the Director – Monitoring Officer enter into contracts with successful tenderers for a period of two years with the option to extend these contracts further for two periods of one year on terms to be agreed by the Executive Director – Adult Social Care, Health and Wellbeing”

That the Director of Regeneration and Growth be authorised to determine applications for decisions under the Business and Planning Act 2020.

Approval was sought to make a departure from Cabinet approved policy for a temporary suspension of parking restrictions on the A457 red route at the request of the Jamia Mosque for Eid. This was to facilitate the parking associated with Eid al Fitr celebrations at the mosque either on the morning of Thursday 13 May or Friday 14 May 2021.

That the Interim Director of Adult Social Care be authorised to execute the delegation, which was approved in the original Cabinet report dated 18 April 2018, to enact the second contract extension in relation to ITT078 Safe Place to Stay and Assess Accommodation- Based Housing Related Support Service for period 2 November 2021 to 1 November 2022
