That the Chair of Safer Neighbourhoods and Active Communities Scrutiny Board be confirmed as the Councillor representative to the Tenant and Leaseholder Scrutiny Group.

That the Director-Monitoring Officer enters into a new contract
with the successful tenderer for the provision of a SENDIASS
service from 1 April 2019 to 31 March 2022 (with the option to
extend for a further year) on terms to be agreed by the Director
– Education, Skills and Employment.

On 6th May 2020, the Cabinet agreed the following as per minute number 30/20:
• Approve the proposed fees detailed in paragraph 2 below calculated in accordance with the agreed model to be effective from 1 April 2020 and that the Director of Adult Social Care be authorised to communicate this to the relevant providers and implement the fee increase.

To introduce an Experimental Traffic Regulation Order
for proposed parking restrictions as shown on plan No 39,037 Sf4 at
Central Avenue, Tipton, which will have the effect of suspending the
existing restrictions for the duration of this order.

An exemption to the Council’s Procurement and Contract Procurement rules is being sought for the award of Level 6 Apprenticeship Training for Social Worker (degree) level 6 standard to Warwick University for the value of £138,000.

That additions to the Traffic Regulation Order in 1.1 above be made to
include the waiting restrictions shown drawing No 39,023 S14.
That the proposed amendments to the Borough Council of Sandwell
(Sandwell Borough, Waiting and Loading Restrictions) (Traffic Regulation
Order No.6) 2014 are advertised for the statutory consultation.
That the Director of Legal and Governance Services be authorised to seal

That the Area Director of Regeneration & Economy submit a further report

That the proposed amendments to the Borough Council of Sandwell
(Sandwell Borough, Waiting and Loading Restrictions) (Traffic Regulation
Order No.4) 2014 under an Experimental Order are advertised for the
statutory consultation.

The Director of Prevention and Protection in consultation with the Cabinet Member for Healthy Lives award the contract to the provider, who was successful in the procurement process, for a Trusted Assessor Service for the period 1st April 2021 to 31st March 2023.

That the renewal of sexual establishment licence number SEV/31/3/2019 to WB2 Anchor Limited in respect of Angels Gentleman's Club, 303 High Street, West Bromwich be granted for a period of 12 months from 1 April 2020 - 31 March 2021.

1. That approval is given to proposed temporary variations to the Private Hire and Hackney Carriage Licensing Policy as detailed in Appendix 1 so as to enable:-
- The delivery model for Child Sexual Exploitation and Safeguarding Training to be changed from 'face to face' to online with a self declaration on completion
- Timescales for medical assessments and alternative methods for securing assurance on medical fitness to drive to be permitted with a monthly review.
- MOT renewal dates to be extended in line with the Department of Transport permitting 6 month extensions to MOTs with renewal dates from 30 March 2020.
- Extension of expiry dates for interim vehicle checks by three months
- Suspension of the requirement for licence holders on renewal to display
plates with valid dates subject to the issue of an exemption document that
confirms renewal requirements have been met.

2. That where appropriate and/or necessary to address the impact and implications of Covid-19, approval is given to the deferment of payment of licensing fees.

3. That the above-mentioned approval of temporary variations to the Private Hire and Hackney Carriage Licensing Policy and authority to defer payment of licensing fees shall continue until 31 December 2020 unless otherwise revoked by the Director of Prevention and Protection or Licensing Committee.

affordable housing contribution of £596,295.00 (commuted
sum) as a contribution towards the delivery of affordable
properties elsewhere in the borough.

That the Council enter a supply contract with Telensa Ltd for
the provision of service and management of the street lighting
central management system in accordance with the terms &
conditions at a cost of £118,428.29 for a 5-year period (April
2019 to April 2024).

That any necessary exemptions be made under the Council’s
Procurement & Contract Procedure Rules to enable the course
of action referred to in 2.1 above to proceed.

To engage C.Co to co-design a Transformation Programme and provide training and support for employees to facilitate transformational change across the council.

That the si 51 officer signs the Grant Agreement (included as Appendix A) under the delegated powers; and

That the Council allocates £40,000 of funding to cover any possible funding claw back under the provisions of Schedule 1 of the Grant Agreement.

2.1 That the Council continue to procure Personal Protective
Equipment, Safety Footwear & Uniforms from Future Garments
Ltd, the current contractor for a five-month period from Vt
August 2019 until 31st December 2019. The anticipated
expenditure during this period is anticipated to be £38000.

2.2 That any necessary exemptions be made under the Council’s
Procurement & Contract Procedure Rules to enable the course
of action referred to in 2.1 above to proceed.

2.1 That a contract be awarded to House on the Hill Ltd for a period
of three years at a maximum value of £10,584 to deliver seven
software licences

2.2 That any necessary exemptions be made under the Council’s
Procurement & Contract Procedure Rules to enable the course
of action referred to in 2.1 above to proceed.

2.1 That, following analysis of the returned tenders in accordance with the
published selection and award criteria, Gem Precast Ltd be awarded the
contract to Supply and Install Burial Chambers in Sandwell for a period of
four years from Vt April 2019 to 3Vt March 2023 at a total estimated cost
of £140,000.

2.2 That in connection with 2.1 above, the Director— Law and Governance be authorised to enter into an appropriate contract with Gem Precast Ltd, Unit 13a, Holme Industrial Estate, Holme on Spalding Moor, York. Y043 4BB.
