Approval of Tender for Asbestos Removal and Related Services

Urban Design and Building Services are responsible for the design and maintenance related services to over 200 major sites comprising Schools, Public Libraries, Sports Facilities, Community Centres, Day Centres, Youth Centres, Office Accommodation and Public Open Spaces. Included within this responsibility is the safe removal and treatment of Asbestos.

The current arrangements for Asbestos works would expire on 31 December 2023.

Tenders for contract renewal were publicly advertised in accordance with Public Contracts Regulations 2015. Following the tender closure deadline seven (7) compliant bids were received and evaluated by officers from UDBS and Procurement Services in accordance with the stated criteria

Implications: Resources: The annual budget for the provision of Asbestos works for Sandwell MBC is included within the Property Maintenance Account and the Schools Repairs Account. Legal and Governance: The Council had to comply with the Public Contracts Regulations 2015 and the Council’s own Contract Procedure Rules 2022, and this tender exercise had been conducted in accordance with the required procedures. Contract Procedure Rules 2022, clause 16.1 provides authority to a Cabinet Member to award contracts in the value range £500,001 to £1 million. Risk: The Council was required to comply with the Control of Asbestos Regulations 2012, and this required a specialist supply chain including a Licensed Asbestos Removal Contractor.
