2 Recommendation
2.1 That the Executive Director of Resources approves the
expenditure in the sum of £15,000 for each 12 month period for
the next 3 years starting the 1st April to CAPITA Asset Services
for the direct purchase of the delivery of Consultancy to the
Sandwell MBC Treasury Management team.
2.2 That any necessary exemptions be made to the Council’s
Procurement & Contract Procedure Rules to enable the course
of action referred to in 2.1 above to proceed.

To authorise the provision, alteration or removal of pedestrian crossing to authorise the consultation with the Chief Officer of Police, Serve public notice and to authorise the execution of works in accordance with the above.

2.1 That the Procurement exercises referred to in Appendix 1 are
allowed to continue without receipt of the required number of
submissions.
2.2 That any necessary exemptions be made to the Council’s
Procurement & Contract Procedure Rules to enable the course
of action referred to in 2.1 above to proceed.

2.1 That a contract be entered into with Penna Recruitment
Services to appoint Caroline Budden in the role of interim
Improvement Director — Children’s Social Care.

2 Recommendation
2.1 That approval is given to allow the Councils Highway Services
department to continue using contractor talent Technology
Services Ltd until 31 July 2017. It is estimated that the Council
will not spend more than £95,000 in this period. During this
period the Council will seek cabinet approval to access the new
framework agreement from 1 August 2017 which is being re
tendered by Wolverhampton City Council.
2.2 That any necessary exemptions be made to the Council’s
Procurement & Contract Procedure Rules to enable the course
of action referred to in 2.1 above to proceed.

2 Recommendation
2.1 That Colliers International Valuation UK LLP be appointed to
provide an updated valuation of the site for the purposes of
underwriting the BC LEP funding at the cost of £7,000 plus
VAT.
2.2 That any necessary exemptions be made to the Council’s
Procurement & Contract Procedure Rules to enable the course
of action referred to in 2.1 above to proceed.

2 Recommendation
2.1 That approval is granted for the continued use of BT to provide
support and maintenance for the Councils Legacy Data and
Voice networks for a two (2) year period from 1st April 2017 to
31st March 2019 at a total cost of £91,400.
2.2 That any necessary exemptions be made to the Council’s
Procurement & Contract Procedure Rules to enable the course
of actions referred to in 2.1 above to proceed.

2 Recommendation
2.1 That the Interim Director of Resources approves the
expenditure in the sum of £16,500 to Franklin Covey for the
direct purchase of an All Access Pass License to enable
ongoing delivery of the Seven Habits of Highly Effective People
training across the organisation along with the ability to create
further learning pathways to meet emerging training needs.
2.2 That any necessary exemptions be made to the Council’s
Procurement & Contract Procedure Rules to enable the course
of action referred to in 2.1 above to proceed.

2 Recommendation
2.1 To introduce the following admission charges to Sandwell
Valley Park farm visitor centre for the Easter period and
Whitsun bank holiday weekend and an entrance charge to
Forge Mill Farm over the May Day bank holiday weekend as attached.

2.1 That support and hosting services are purchased on an annual
basis directly from Jadu Limited for a period of up to 4 years
from 10th March 2017 until 9th March 2021. This will total
approximately £37,800.
2.2 That any necessary exemptions be made to the Council’s
Procurement & Contract Procedure Rules to enable the course
of action referred to in 2.1 above to proceed.

To issue instructions to the Head of Legal Services to:
Make a Temporary Traffic Regulation Order under Section
14(1) of the Road Traffic Regulation Act 1984.

2 Recommendation
2.1 To reallocate £230,000 from the total sum of £791,000
allocated to the Crown Commercial Service Framework
RM1059, to the newly procured G-cloud 7 framework for the
delivery of the Kirona mobile platform.

2.1 That the Council continue to use Collins Electrical Wholesale
Limited until 30th April 2017 for the supply of Domestic Electrical
Components on the existing terms and conditions at the current
rates that were originally tendered.
2.2 That any necessary exemptions be made to the Council’s

of action referred to in 2.1 above to proceed.

Make a Temporary Traffic Regulation Order under Section

2.1 That the Council approves this exemption for a 5 year period to
this specialist service provider commencing 7~” April 2017at a
total cost of £25,430.
2.2 That any necessary exemptions be made to the Council’s
Procurement & Contract Procedure Rules to enable the course
of action referred to in 2.1 above to proceed.

2.1 That the Council continue to use Select Windows (Home
Improvement) Limited until 30th April 2017 on the existing terms
and conditions at the current rates that were originally tendered.
2.2 That any necessary exemptions be made to the Council’s
Procurement & Contract Procedure Rules to enable the course
of action referred to in 2.1 above to proceed.

To issue instructions to the Head of Legal Services to:

2.1 That the Council be able to continue to use Tor Paint systems and
Timonox Paint systems. These systems are only available from the
manufactures or limited stocks sold by Crown Paints. The exemption
to run for a period of 4 years, (with an annual spend of £20,000)
£80,000 over the 4 years. We are looking for the exemption to
commence 1st April 2017 to 31st March 2021.
2.2 That any necessary exemptions be made to the Council’s
Procurement & Contract Procedure Rules to enable the course of
action referred to in 2.1 above to proceed.

To issue instructions to the Director of Legal and Governance Services to: Enter into highways agreements pursuant to Sections 38 and 278 of
the Highways Act 1980, including the power to determine the terms
and conditions of such agreements.

2.1 That Norvent be retained as maintenance contractor whilst this
matter is finally resolved with estimated costs of £20,000.
2.2 That the exemption is for a six month period to reflect the
period of time granted by the Court for the latest Stay in
proceedings, which is 31~ January 2017 and to enable the
Council to complete the corrective actions and
recommendations as documented by the Council’s appointed
HVAC expert.
2.3 That any necessary exemptions be made to the Council’s
Procurement & Contract Procedure Rules to enable the course
of action referred to in 2.1 and 2.2 above to proceed.

2.0 Recommendation
2.1 That Midland Heart Housing Association is given approval (by a
formal letter or e-mail) to dispose of the 188 Beeches Road
West Bromwich West Midlands B70 6HG on the open market.
2.2 That proceeds from the disposal of 188 Beeches Road West
Bromwich West Midlands be used for the provision of new
affordable housing.

2.1 Undertake a competitive tender exercise to renew the contract
for the supply of internal doors.

to provide support and maintenance for the Councils NetApp
Storage for a two (2) year period from 1st April 2017 to 31st
March 2019 at a total cost of £99,435.

Procurement & Contract Procedure Rules to enable the course
of actions referred to in 2.1 above to proceed.

Recommendations:

2.1 That, approval be given to publish the relevant notice, undertake statutory consultation and implement the Borough Council of Sandwell (West Bromwich Street, Oldbury) (Experimental Red Route Order) 2016 as shown on drawing 39,308 S/3:

2.2 That, a report will be presented to the Cabinet Member for Highways and Environment for a decision if:

a) any objections to the Borough Council of Sandwell (West Bromwich Street, Oldbury) (Environmental Red Route Order) 2016 permanent have not been resolved or withdrawn.

b) any objections to making the Borough Council of Sandwell (West Bromwich Street, Oldbury) (Experimental Red Route Order) 2016 permanent have not been resolved or withdrawn.

2.3 That, the Acting Service Manager - Legal to be authorised to:-

a) Make, the Borough Council of Sandwell (West Bromwich Street, Oldbury) (Experimental Red Route Order) 2016 under Sections 1, 2 and 9 of the Road Traffic Regulations Act 1984 as shown on drawing 39,285 S/3

b) Affix the Common Seal of the Borough Council of Sandwell to the Borough Council of Sandwell (West Bromwich Street, Oldbury) (Experimental Red Route Order) 2016 to enable to be operative for a period of 18 months.

c) In consultation with the Director of Regeneration and Economy make a variation of modification to the Borough Council of Sandwell (West Bromwich Street, Oldbury) (Experimental Red Route Order) 2016 not more than 12 months after the date it was made.

d) Make the Borough Council of Sandwell (West Bromwich Street, Oldbury) (Experimental Red Route Order) 2016 permanent and affix the Common Seal of the Borough Council of Sandwell following the resolution of any objections or decision by the Cabinet Member for Highways and Environment.

2.1 That approval is given to enter into a contract with Sandwell
and West Birmingham Hospitals NHS Trust for the provision of
clinical waste collection and disposal services from domestic
premises in Sandwell for a maximum period from the 1st April
2017 to the 30th September 2018 to the approximate value of
£87,000.
2.2 That any necessary exemptions be made to the Council’s
Procurement & Contract Procedure Rules to enable the course
of action referred to in 2.1 above to proceed.

2.1 That approval be given to publish the relevant notices, undertake statutory consultation and implement The Borough Council of Sandwell (Patent Drive, Wednesbury) (Experimental Red Route Order) 2016 as shown on drawing 39,285 S/3:

modification to it have not been resolved or withdrawn,

2.2 That the Head of Legal Services to be authorised to:-
a) make The Borough Council of Sandwell (Patent Drive, Wednesbury)
(Experimental Red Route Order) 2016 under Sections 1, 2 and 9 of the
Road Traffic Regulation Act 1984 as shown on Drawing 39,285 S/3
b) Affix the Common Seal of the Borough Council of Sandwell to The
Borough Council of Sandwell (Patent Drive, Wednesbury)
(Experimental Red Route Order) 2016 to enable it to be operative for a
period of 18 months.
c) Make a variation or modification to The Borough Council of Sandwell
(Patent Drive, Wednesbury) (Experimental Red Route Order) 2016 not
more than 12 months after the date it was made.
d) Make The Borough Council of Sandwell (Patent Drive, Wednesbury)
(Experimental Red Route Order) 2016 permanent and affix the
Common Seal of the Borough Council of Sandwell following the
resolution of any objections or a decision by the Cabinet Member for
Highways and Environment.

2.1 That the contract for additional investigation services be
awarded to Solihull Metropolitan Borough Council, for the
period January 2017 to 31 March 2017 at the total value of
£9,000.
2.2 That any necessary exemptions be made to the Council’s
Procurement & Contract Procedure Rules to enable the course
of action referred to in 2.1 above to proceed.

2.1 That residents are consulted on the proposal.
2.2 Should the project be positively received by residents and
subject to negotiation, the council should seek to enter into
contract with VCharge for the project as detailed below.

Studio to provide support for ICTs 100020 CIRRUS project for a
four month period from 15th December 2016 to 14 April 2017
at a total cost of £12,800.
2.2 That any necessary exemptions be made to the Council’s

of actions referred to in 2.1 above to proceed.

2.1 That the proposed Borough Council of Sandwell (Residents Parking and Waiting Restrictions) (Traffic Regulation Order) 2016, be made to include the waiting restrictions as detailed in 1.3 above and as shown drawing set 39,221 S/4.
2.2 That the proposed Borough Council of Sandwell (Residents Parking and Waiting Restrictions) (Traffic Regulation Order) 2016 is advertised for the statutory consultation.
2.3 That the Director of Regeneration & Economy submits a further report to the Cabinet Member for Highways and Environment on unresolved
mailers.

NBS Survey at Portway Lifestyle Centre.
