To consider the following motion received under Standing Order No. 5:-

Refuse Collection

“This Council expresses it’s concern of the failure of the GMB Union & Serco to reach a resolution in respect of the ongoing industrial action pertaining to refuse collection.

This Council condemns the aggressive tactics used by the GMB Union during this period of industrial action and calls on the GMB to monitor and ensure safe and peaceful pickets at all times.

This Council recognises the hard work of Council Officers in trying to maintain a base level of service.

This Council requests that the Chief Executive investigates the allegedmissing payments from their waste contract partner SERCO and reports when the authority have received the payments as set out in the penalty scheme in the contract.

The Council condemns the poor management and procurement of the current contract and requests that the Executive considers potential break clauses that may be implemented to improve the level of service.

This Council requests that the Executive implements a refund scheme for residents of the Borough, equivalent to the proportion of their Council Tax which equates to the cost of Waste Collection, to compensate in recognition of its failure to provide a basic service as a result of the ongoing Industrial Action between the GMB Union and Serco, notwithstanding any base level mitigation implemented by the Council.

This Council further requests the Executive to suspend the Green Waste Charge for a period of 12 months from the date of the EGM in recognition of its failure to provide basic services.”
