Purpose:

The Harvest View Team currently use Liquidlogic LAS Workbook, the workbook solution has its limitations on use and build and was always identified as a short-term solution to ensure Harvest View had an Electronic Case Management System for their opening.

There is no Electronic Prescription Management Process. The Harvest View Team currently use hand written MAR (Medication Administration Record) sheets to record people’s medication records. There is a need to make these electronic and integrate with the Harvest View Pharmacy to minimise any errors and risks through manually transcribing.


Any Harvest View Liquidlogic LAS development work needs to be fully scoped and built into the Business Systems Teams (BST) workplan. There is an urgent need for pathways to be developed.

• ICares and YHP need to be scoped and built in

Alternative software is now required that will better adapt to the management of Harvest View for a diverse, agile/remote workforce.

The joint working arrangements at Harvest View comprises of the Council contributing management, social care and maintenance staff together with the Trust contributing to the provision of the healthcare element of the service including the nursing provision. There are joint arrangements for the provision of the Therapy Staff and GP support. There is a need for a Software System that supports all pathways.

Admissions are taken from those ready to leave hospital who meet the criteria for Pathway 2, or those without acute medical needs but who require step up from their own homes for a period of reablement or to address social care crises. There is a need for a Software System that supports the Step Up/Down processes.

Decision:

To award a contract to Person Centred Software Ltd for the provision and use of the Digital Care Management System and eMAR (Electronic Medical Administration Records) Software by Harvest View.

Award the Harvest View Software Contract to Person Centred Software for a Two 2-year term with an option to extend for a further 1 + 1 additional years following a competitive process under DSCR DPS Framework Agreement.

Reasons for the decision:

Harvest View Intermediate Care Centre requires a Digital Care Planning and eMAR software solution to Streamline and Lean their processes which will evidence all aspects of care, from creating and managing person-centred care plans to risk assessments, charts and minimise medication risks.

Care Planning High Level Requirements:
There is a requirement for an Assessment and Care Planning System within Harvest View supporting the reablement customer journey whilst the person is in Harvest View.

The Person-Centred Software solution is cloud-based, with the ability to share data effectively between professional organisations and departments.

The solution will support the delivery of key outcomes and requirements in line with legislation, regulations, and guidance as well as allowing the service to deliver service improvements.

The system will increase management efficiency with reporting tools and provide the ability for Harvest View to meet CQC requirements.

The council currently uses two software applications which are used within Harvest View. There is a need for a business process driven, innovative and user-friendly system solution, which utilises modern technologies and will support developments as part of the Harvest View customer journey work.

In accordance with Public Contract Regulations 2015 and the Council’s Contract Procedure Rules, a competitive procurement process has been undertaken using the DSCR DPS Framework Agreement and found the Person Centred Software meets the requirements and will deliver the needs outlined in the specification for an Harvest View Care Management and eMAR software solution.

Person Centred Software Ltd scored the highest based on price and quality and therefore deliver the best value for Sandwell to provide the Harvest View Software to deliver the Assessment and Care Planning and eMAR software solution.

In accordance with the council’s Contract Procedure Rules, Chief Officers have delegated authority to approve the award of contracts relating to their service areas up to a total value of £500,000.






Alternative options considered:

5.1 There is an option to continue to use LAS, however this does come with it’s risks in that it will need considerable development work to be fit for purpose for Harvest View Care Planning for the Health, Social Care and Prescribing Pathways.
