Agreed
that:-
Delegated authority for the Director of Adult Social Care to
complete a procurement exercise of the Wrap Around Service to
secure continuity of provision and to replace the existing
contract, which is ending on 5th November 2023.
The Council is authorised to award and enter into a Contract with
the successful bidder, on terms to be agreed with the Director of
Adult Social Care, for the provision of Wrap Around Service to
commence on 6th November 2023 to 5th November 2024, with the option
to extend the contract for a further 12 month period (6th November
2024 to 5th November 2025).
That the Director - Law and Governance and Monitoring Officer, or
their designated representative, is approved to execute any
documents necessary within a reasonable time to give effect to the
proposals in recommendation 1.2 for the provision of Wrap Around
Service.
An exemption to rules 8.10 and 8.11 of the Procurement and Contract
Procedure Rules 2022/23, or subsequent amendment, is approved to
allow the Director of Adult Social Care to award contracts to the
successful tenderer in the event that the required minimum number
of tenders are not received.
Variations to the Contract are approved up to a maximum of 10% of
the contract value, should they be necessitated, and that authority
to approve such variations be delegated to the appropriate Chief
Officer in consultation with the Cabinet Member.
An uplift to the hourly rate for Wrap Around Service is approved
which is to be implemented from 1 April 2024 (and April 2025)
subject to the Joint Partnership Board agreeing the rates and
funding available. Variations to the contract will be undertaken in
consultation with the appropriate Chief Officer
Reasons for the decision:
There is no further extension option available
in the current contract which ends on 5th November 2023, and
therefore the authorisation to commence the procurement process and
award a contract to the successful bidder will ensure there are
appropriate agreements in place from 5th November 2023.
The proposed contract will ensure that Adult Social Care (ASC) will
continue to support admission avoidance, discharges from hospital,
and is a responsive service supporting health and social
care.
Alternative options considered:
An alternative option of not reprocuring the
contract and allowing the contract to end was considered but it was
not seen as viable option as there will be increased delays in
hospital discharge and people not benefiting from admission
avoidance leading to system pressure. Therefore the only viable
option is to complete a procurement to secure further service
provision.
