Purpose:
Through its Registration Service, the Council
provides a suite of bereavement related services for the residents
of the borough and those organisations and families who chose to
use its excellent services and facilities.
This includes approximately 4,000 funerals for families per year,
made up of approximately 3,200 cremations carried out at its two
crematoria and 800 burials across its eight cemeteries.
Tender submissions were invited with 26 expression of interest
received. Of the expressions of interest 10 formal bids were
evaluated using the published award criteria which were based on
70% price and 30% quality/social value.
C D Excel Limited submitted the lowest compliant tender price total
and were therefore awarded the maximum score of 70% for this
criterion. They were also the highest scoring tenderer on the
quality/social value criterion with a score of 30%.
Therefore, following the analysis of returned Tenders and in
accordance with the published criteria, it is recommended that C D
Excel Limited be awarded the contract.
Decision:
That, the Director of Law and Governance,
Monitoring Officer in consultation with Finance - Section 151
Officer award a contract for the provision of the cleaning of
Sandwell Valley Crematorium, administration offices and Rowley
Regis Crematorium to C D Excel Limited, 5 Cato Street, Birmingham,
B7 4TS. The period of the award will be 4 years commencing on 01
February 2023.
Reasons for the decision:
In accordance with the Council’s
Contract Procedures Rules, a
tendering exercise has been conducted to establish a
four-year
contract from 1 February 2023 to 31 January 2027 for the provision
of
cleaning of Sandwell Valley Crematorium, administration offices
and
Rowley Regis Crematorium.
The service requirements for this tendering process included
elements
of the Councils Workplace Vision and Corporate Plan ensuring
staff
and members of the public have access to high quality, well
maintained, local facilities.
Tenders were invited using public advertisement to cover the
requirements as outlined in the first paragraph above and a total
of nine compliant bids were returned by the tender closing
date.
Following analysis of returned tenders, it is recommended that C D
Excel
Limited, 5 Cato Street, Birmingham, B7 4TS be awarded the
contract.
Anticipated expenditure over the 4-year contract period is
estimated to be in the region of £120,000.
