Public consultation was undertaken as part of the Statutory Planning process for the new homes at this scheme.

Sustainability

The development of this site will be guided by the Local Planning Authority in accordance with approved planning and development guidance. This will seek to achieve a development of a quality that’s sets the highest architectural standards. In addition, the new housing stock will be up to current Building Regulations and will provide high quality living accommodation that will be energy efficient and sustainable contributing to reduced living costs and better quality of life to the new Council tenants. All of which contributes to the aims of the Environmental Policy for Sandwell.

The construction of the scheme will be managed by Housing Partnerships Team and delivered by the selected contractor secured through competitive tender. The construction and development costs associated with the project will be met from within the Housing Revenue.

Decision:

That approval be given to appropriate land associated with the redevelopment of land at King Street, Wednesbury to deliver 5 new affordable homes for rent (as shown for identification purposes on the attached plan).

That the Chief Finance Officer amend asset and ownership records and adjust the accounts accordingly.

Reasons for the decision:

A number of Cabinet reports have been agreed for the development of land at King Street, Wednesbury with new housing culminating in the last report going to Cabinet on 14 October 2020 where it was agreed to deliver the scheme at King Street comprising of 5 units (minute number 89/20 refers).

Alternative options considered:

The land remains the responsibility of the General Fund.

If the site is not appropriated from the Council’s General Fund to the Housing Revenue Account then the correct accounting treatment of council assets may not be undertaken.
