Purpose:
The Road Asset Management System (RAMS)
Contract is a Framework managed by Blackpool Council for the
provision of physical surveys to be undertaken of the highways
network, in order to visualise the condition, location and history
of a range of asset types, in context with other spatial
data.
The scope of the work is in two parts;
• Part 1 – Data Collection – In order to provide
suitable data to allow effective modelling a provider is required
to undertake physical surveys of the highways and footway
networks.
• Part 2 – Deterioration and Lifecycle Modelling –
In order to understand the medium to long term deterioration of the
highways network, and then model the implications of any given
investment/maintenance regime, the Provider, Gaist Solutions
Limited, shall make available online deterioration and investment
modelling software as a service, using the SaaS (Software as a
Service) principle.
The total cost of services procured over the life of the Framework
Agreement is estimated to be £120,000 per annum, giving a
total of
£480,000 over a 4-year period. The previous arrangement ended
in
February 2022.
The Framework Agreement seeks to deliver value and efficiency
by
using best practice procurement and project management principles.
It
is proposed to commence on 9th December 2022.
Decision:
That approval be given to:
use the Road Asset Management System (RAMS) Contract under a
Framework Agreement managed by Blackpool Council for the provision
of physical surveys to be undertaken of the highways network.
authorise the Assistant Director Highway Services to enter into an
agreement to access the RAMS Contract to use the Service Provider,
Gaist Solutions Limited, selected through a competitive
process.
the Director of Law and Governance to authorise the execution of
any documents necessary to give effect to the recommendations
above.
Reasons for the decision:
Sandwell Council’s participation in the
Blackpool Council Framework Provision of a Road Asset Management
System and Associated Services will provide Sandwell Council with
professional support from the suitably qualified and experienced
service provider, Gaist Solutions Limited, to undertake physical
surveys of the highways network in order to visualise the
condition, location and history of a range of asset types, in
context with other spatial data.
Sandwell Council’s use of this Framework Agreement will
enable cost savings and additional benefits through: reduction in
tendering costs, reduced contract administration, innovation,
creativity and collaboration; improved customer service; delivery
of social value benefits and to improved measurement, recording and
promotion in the successful delivery of these outcomes.
Alternative options considered:
A decision not to participate in the Framework
Agreement would necessitate Sandwell Council preparing, advertising
and evaluating tender documentation.
